

The Toronto Film and Television Office was established in 1979 to promote Toronto as a production centre internationally and to coordinate location filming through the issuance of permits. Toronto ranks third in film and television production in North America and is the second largest exporter of television programming. The film and television industry showed continual growth over the past 10 years. The industry supports 28,000 jobs in the city and annually contributes $1.5 billion to our economy.
Because Toronto is one of the film capitals of North America, the Commission had a great amount of administrative tasks to manage all the filming. These tasks involved checking availability of space, booking the location and time, issuing insurance and an array of special licenses. In addition to this, most clients were international, which made the communication more arduous for both parties involved.
Functioning within a constrained budget, Baldhead Systems created a fully integrated permit application process. Because of the program’s efficiency and competence, the California Film Commission is currently researching the product with the intention of buying it.
A film company can enter in the appropriate information on the Internet and everything is automatically stored in the Commission’s database. Baldhead built in-house tools to process, manage and approve the permits.
